Paul Martino
Paul Martino - Chairman & President

Paul joined Commerce Construction in 2006. With more than 30 years of experience in the industrial marine, heavy civil, and environmental construction industry, Paul has worked on a wide variety of public and private projects, which have spanned the Mid-Atlantic into New England. In 2018, Paul was appointed President of the company and appointed Chairman Of The Board in 2022. As the company’s visionary and strategic leader he is committed to our employees, clients, and industry. Paul lives our values each day and takes great care in the success of our company’s goals, clients’ projects, and the well-being of our crews. He is passionate about all aspects of Commerce’s business and is proud of the company’s past and focused on our future. Paul is a 1990 graduate of Villanova University with a degree in Mechanical Engineering.

Scott Zettle
Scott Zettle - Vice President

Scott has been with Commerce for 20 years and has led projects ranging from $1M to $160M. He is best known for carrying the vision and mission of the company, working an aggressive schedule, and keeping his teams focused on positive outcomes when conditions become challenging. Outside of Commerce, Scott worked in the data management field and also as a registered financial advisor. Scott is a graduate of La Salle University and the Carpenters’ Apprentice program in Philadelphia.

Shawn Costello
Shawn Costello - Secretary/Treasurer

Shawn started at Commerce working over the summer while in college. After graduating from Temple University with a degree in Accounting, Shawn worked as a Senior Internal Auditor for Toll Brothers Inc. He then returned to Commerce in 2017 as the company’s Secretary/Treasurer. In addition to his care and expertise in financial administration, Shawn also knows how the work gets done in the field. He is of great support to our project teams, collaborating on strategies and decisions that enable our crews to work safely, efficiently, and deliver quality work for our clients.

MaryAnn Mellon
MaryAnn Mellon - Office Manager

MaryAnn is Commerce’s Office Manager. She joined the Company in October 2005. Originally from New York City, MaryAnn graduated from Fordham University with a degree in Business. In addition to other administrative responsibilities, MaryAnn primarily handles accounts payable and payroll for Commerce. She is the first person you see when you visit our main office.

Brian Higgins
Brian Higgins - Construction Manager

Brian started with Commerce at its founding in 1996 as a Dockbuilder Apprentice. In the 26 years since, Brian worked his way up to Journeyman, Foreman and today is a Construction Manager with extensive experience in marine construction throughout the Delaware River Basin. Brian is well known for his loyalty, hard work, and leadership. He was integral to Commerce’s founding and growth during the early years. Brian is a graduate of Northeast High School and the Carpenters Apprentice Program in Philadelphia.

Daniel Zmijewski, P.E.
Daniel Zmijewski, P.E. - Project Manager

Dan has been with the company for 9 years and has extensive experience in geotechnical engineering and the application of deep foundations. Dan has been directly responsible for the implementation of project engineering systems for a variety of foundation, marine, and diving construction projects. Outside of Commerce, Dan has 8 years of experience working in geotechnical engineering and construction material quality control. Dan is a licensed Professional Engineer and a graduate of the Catholic University of America with a degree in Civil Engineering. Dan also holds a certificate in Geotechnics from the University of Missouri.

Chris Spence
Chris Spence - Director of Project Management

Chris has been with Commerce Construction for 16 years. He has been managing industrial construction projects for over 22 years, with the last 16 years focused exclusively on marine and deep foundation construction. Recent projects include the $22M Energy Transfer Fort Mifflin Marine Terminal Reconstruction, the $9M Phase 1 Gloucester Terminal Pier 7 Reconstruction, and the $5M Williams Pipeline Subsurface Relocation Project. Chris has many years of experience estimating complex projects and is highly valued and trusted by Commerce’s long-term clients to assist them with budgeting, scheduling, and value engineering. Chris attended the University of Delaware.

Michael Quadagno, P.E.
Michael Quadagno, P.E. - Project Manager

Mike joined Commerce in early 2022 has more than 30 years of experience as an Engineer, Diver, Estimator and Project Manager on complex commercial and industrial marine projects throughout the waterways of New Jersey and New YorkMike has extensive experience in pile driving and drilling, and construction of all types of marine structures, bulkheads, and fender systems, including precast and cast-in-place concrete, steel, aluminum and timber.  He has worked in both the private and public sectors including projects for the PANYNJ, US Navy, Army Corps of Engineers, and the NY City Economic Development Corporation. Mike is a licensed Professional Engineer in New York and Connecticut and is graduate of Manhattan College where he earned both a bachelor’s and master’s degree in civil engineering.

Sam Hudson
Sam Hudson - Construction Manager

Sam has been with Commerce since 2005. He graduated from East Stroudsburg University with a degree in business administration and then joined the Dockbuilder Apprentice program in Philadelphia. Sam worked his way up to journeyman, project engineer, and then Construction Manager. Sam has managed some of Commerce’s most challenging marine work in the Delaware River basin including the construction of Dock 1 at the Marcus Hook Refinery and construction of new breasting dolphins for National Gypsum in Burlington. Sam is well known for his commitment to our crews’ safety and delivering quality work for our clients.

Adam Stephen
Adam Stephen - Dive Superintendent

Adam has over 20 years’ experience as a commercial diver in both domestic and international waters.  Adam joined Commerce in 2011 on a project at the Tioga Marine Terminal.  Since then, Adam has steadily increased his expertise and leadership abilities in our execution of safe diving operations on the company’s most challenging projects including pile jackets, cell encasements, underwater welding and various structural repairs in the Philadelphia and New York metropolitan regions.  Adam received a well-deserved promotion to the company’s Dive Superintendent and is qualified to oversee projects governed by the International Association of Oil & Gas Producers (IOGP) and the International Marine Construction Association (IMCA).  Adam is originally from Nova Scotia and is a graduate of the Divers Institute of Technology.

Eric Czechowski
Eric Czechowski - Diving Manager

Eric Czechowski has more than 25 years of experience on complex commercial diving, marine, and land construction projects. His responsibilities as our Diving Manager include the direction of manpower, execution, and safety necessary to perform the work. Eric’s passion and innovative style of construction has earned him praise from our clients. He has been in the Dockbuilders Union since 1999. Eric joined Commerce in 2004.

Kevin Kundla
Kevin Kundla - Business Development Manager

Kevin joined Commerce in 1996 and has over 44 years of experience in the marine construction, diving, and deep foundation business. He has held every role in both the field and business including Journeyman, Foreman, Superintendent, Construction Manager, and Project Executive and today serves as our Business Development Manager. Kevin is very active in our industry trade associations and often receives the first call when a facility owner or engineer needs our assistance. Kevin is a mentor and advocate for our crews and those up and coming in the business. He is always paying it forward. Kevin attended Temple University and Penn State University and is a graduate of the Dockbuilders Apprentice program in Philadelphia.

Todd Zettle
Todd Zettle - Construction Manager

Todd joined Commerce in 2006 and has strong experience in both deep land foundations and marine construction. He joined Commerce soon after graduating from West Chester University and then joined the Dockbuilders Apprentice program. Todd worked his up to Journeyman and then Construction Manager. He is also well versed in estimating and project administration. Todd can run projects through their full life cycle, from the initial estimate, through contracting, field operations, and closeout.

Ethan Herman, P.E.
Ethan Herman, P.E. - Field Engineer

Ethan Herman has been a field engineer with the company for four years and has extensive experience with marine construction and infrastructure projects. Outside of Commerce, Ethan was a field engineer for several large heavy civil contractors working around the country including projects on the Mississippi River and the Washington D.C. wharf. Ethan is licensed Professional Engineer and a 2015 graduate of Villanova University with a degree in Civil Engineering.

Theodore Hudson
Theodore Hudson - Field Engineer

Theodore has been with Commerce for six years and has strong experience administering project documentation and coordinating subcontractors and suppliers on marine projects from southern New Jersey through Philadelphia and Trenton. Theodore is best known for the spirit of teamwork and collaboration, enabling our crews and our subcontractors to deliver projects safely and on time. Theodore is a graduate of Penn State University and is continuing his graduate education in construction management.

Jeffrey Shannon
Jeffrey Shannon - Project Manager

Jeff has been with Commerce for seven years and has strong experience with deep foundation and marine construction. He is also on the Business Development team. Jeff is best known for overseeing the construction of two concrete fish passage facilities on the Schuylkill River. Outside of Commerce, he has over 20 years of experience on projects around the nation including highways, utilities, water tanks, and military facilities. Jeff is a graduate of Drexel University in Philadelphia.

Cyril Costello III
Cyril Costello III - Construction Manager

Cy has over 20 years’ experience in marine and deep foundation construction, all those years with Commerce. During college, Cy joined the Carpenters Apprentice program in Philadelphia. After graduating, Cy worked his way up to Journeyman, Foreman and today is a Construction Manager. His most challenging but rewarding projects were the $22M Sunoco Marcus Hook Fire Intake Structure and the $19M Ft. Mifflin Terminal Reconstruction for Energy Transfer Partners. Cy is 4th generation in the business. Beginning with his great grandfather, the expertise and strong work ethic passed down thru the family is evident every day on Cy’s projects.

Terry Zettle
Terry Zettle - Chairman Emeritus & Director

Mr. Zettle is the Chairman Emeritus & Director. He has over 50 years of experience in the business. In 1996, Mr. Zettle founded Commerce Construction and under his leadership, the company has grown in size and capability to become the trusted and well-respected contractor for marine construction, diving, and deep foundations in the Mid-Atlantic region. Throughout the years, our clients and the engineering community have called on Mr. Zettle and his staff to build the most complex and critical infrastructure facilities along the waterways of our region. He has always been active in our industry trade associations and is highly regarded as an expert in our work. Today, Mr. Zettle assists in guiding the strategic direction of the company while mentoring the next generation of leaders. Mr. Zettle is a graduate of Drexel University with a degree in Civil Engineering.
